MINUTES SPECIAL SESSION – October 4, 2011 at 2:00 pm

 1.      Call to Order  

The Planning Commission meeting was called to order by Chairman Lee Riechel at 2:11 pm .  

2.      Roll Call  

Roll Call was taken by Chairman Lee Riechel.  

Present: Chairman Lee Riechel, Vice-Chairman George Burke, Commissioner Darlene Beckman, Commissioner Paul Gargis, Commissioner Ken Henderson and Commissioner Norman Martin.  

Others Present:  City Recorder Fred Hilden and Road Commissioner Ron Tucker.  

3.      Pledge of Allegiance  

All who were present stood for the Pledge of Allegiance.  

4.      Approval of the Agenda  

Commissioner Beckman made a motion to approve the Agenda as presented.
Commissioner Henderson seconded the motion. The motion passed by unanimous vote.  

5.      Consent Agenda  

Vice-Chairman Burke made a motion to approve the minutes of September 27, 2011 on the Consent Agenda as presented. Commissioner Beckman seconded the motion. The
motion passed by unanimous vote.

6.      Announcements / Correspondence  

Commissioner Henderson commented that the measure 56 Notices for the proposed septic ordinances were mailed last week.  

7.      Citizen Input – None  

8.      Public Hearing – None  

9.      Unfinished /Old Business  

Prior to starting the review of Chapter 155.3.4, Chairman Riechel opened the meeting by referring to a hand out prepared by Vice-Chairman Burke titled 155.6.7, Vision Clearance. Vice-Chairman Burke explained the diagram and pointed out that it was an appendix to Table 155.3.1.2.M – Minimum Vision Clearance Setbacks. After a substantial amount of review, explanation and discussion, some minor changes were made to the text on the diagram.  

Vice-Chairman Burke made a motion to approve the Vision Clearance diagram as amended.  Commissioner Beckman seconded the motion. The motion passed by unanimous vote.  

A.     Continuation of Chapter 155 Code Revision Review. The review began at the beginning of Chapter 155.3.4 and stopped at the end of Chapter 155.3.4.4.  

During the review, Chairman Riechel made a motion to table 155.3.4.1, Transportation Standards, for further consideration. Commissioner Beckman seconded the motion. The motion passed by unanimous vote.  

During the review, Chairman Riechel made a motion to continue with Chapter 155.3.4.4(D) past 5:00 pm. Commissioner Beckman seconded the motion. The motion passed by unanimous vote.

11.  Unscheduled Items Not Listed on the Agenda – None  

12. Adjournment  

There being no further business to come before the Planning Commission, Vice-Chairman Burke made a motion to adjourn the meeting. Commissioner Beckman seconded the
motion. The motion passed by unanimous vote.  

Planning Chairman Lee Riechel adjourned the meeting of the Planning Commission at 5:11pm .
