M I N U T E S  Regular Meeting - February 28, 2008 - 7:00 P.M.

I.     CALL TO ORDER

 

                  Chairman Lee Riechel called the meeting of the Dunes City Planning Commission to

               order at 7:04 pm.

 

II.    APPROVAL OF MINUTES

 

              Ron Shearer moved to approve the January 24, 2008 Planning Commission meeting

                 minutes.  Troy Ronning seconded the motion.  5 ayes 0 nayes - Approved.

 

III.   OLD BUSINESS

 

Lee Riechel gave a report on the Stormwater review.   The first Evedentiary Hearing for the Stormwater Management manual and ordinance is Thurs. March 27th at 7 PM , which is the next regular Planning Commission meeting.  The next and final Stormwater Management workshop is scheduled for Wed. March 12, 2008 at 11 AM .

He suggested the individual speaking time at the public hearing be extended for more input and to encourage public participation and comments.  Additionally, the Public Hearing will be well publicized to insure a large turn out.

 

Lee Riechel discussed the options of the Planning Commission in regards to the Stormwater Management proposal.  The Planning Commission could recommend to the City Council approval, approval with conditions, or denial.  One further aspect that Lee Riechel presented was for each Planning Commission member to review the manual and make a list approving vs disapproving, and the reasons for both.  In the discussion of the Stormwater plan, Lee Riechel pointed out the fact that we have very little demonstrative evidence that flow of water from a house flows more than 20 - 50 ft, even in a severe storm. 

 

Ron Shearer asked how are we going to know if people are compliant?  Lee Riechel        responded with "a qualified inspector".    The person who is building a house will need to hire an engineering firm that has the experience to produce a plan and facilities designed to support that plan.   It essentially could double the cost of a building permit by the time you implement the plan and inspections all the way through the project.  The city will charge for this in the building permit cost.

 

Eggert Madsen said he has built a number of places and that a separate permit is issued in Eugene to mitigate storm run off.  This separate permit is a $250.00 run-off fee. 

 

Lee Riechel commented that this is not erosion control but pollution control.  What falls on the roof and driveway picks up particles that are not good for our water so we want that water processed to minimize the particles and chemicals before they get off the property.  Eggert Madsen asked about a bioswale and Lee Riechel confirmed  yes, such as a bioswale that will need to be replanted and maintained forever.   Eggert  Madsen  and Troy Ronning both commented that the storm run off is primarily off the roads rather than individual properties.   Lee Riechel suggested that if the City Council does pass this,  that the Planning Commission recommend that the City Council include a requirement that the City Master Road Plan be updated to include the streets. 

 

IV.  NEW BUSINESS

 

Lee Riechel presented information regarding protection of trees and revegetation after     logging.     After researching with the State Forestry office and reviewing Dunes City Code 154.06 (Revegetation of Cleared Areas), Lee Riechel shared that revegetation is required after logging under the Forest Practices Act.  If reforesting is not accomplished then before anything else can be done on that property a revegetation plan has to come into the City to be approved by the City Council.  Building permits will not be issued on subdivision lots if trees have been removed until the land is revegetated by a City approved Revegetation Plan.  Lee Riechel asked the Committee to think about how to enforce this.  A discussion enusued regarding native vegetation and a definition of "revegetation".   It is defined by establishing a greenbelt or screening in the setbacks.  Lee Riechel suggested they request the Conservation Committee to work on a proposal.  Eggert Madsen stated that the only reason this has not been implemented is there is no revegetation plan.  And the Planning Commission members agreed to delegate this proposal to the Conservation Committee.  Councilor Curran will be contacted regarding this proposal and to arrange a meeting.

 

Andrea Waler asked on a request from the Mayor, that the Planning Commission disallow similar names of future subdivisions as there are currently too many similarly named subdivisions that cause confusion.  The response from the Commission is that naming criteria is necessary, but suggested that the Planning Secretary can make suggestions and if need be the Planning Commission can address this sometime in the future.  

A motion was made and seconded to adjourn the meeting. Meeting adjourned at 8pm .
