Stormwater Pollution Reduction Draft Ordinance Meeting August 2007
The meeting was convened to order at
7:05 pm
by Chairman John Stead. Present
were citizens Dave Dumas, Richard Koehler, Audrey Farnsworth, Ralph
Farnsworth, Debbie Pasternak, David Bellemore, and one member of the
media. Chairman Stead passed
out copies of the agenda and of the minutes of the meeting of the previous
week. The group was led by
John in the pledge of allegiance and the minutes were corrected.
John then started the discussion section of the agenda.
He asked the group for recommendations to be sent to the Planning
Commission. David Bellemore
said it could be recommended as written or as written with suggested
changes. Dave Dumas said he
could see nothing that needed changing.
John said to consider the comments of the last meeting of 24
members. Richard Koehler asked
about changes to the table of contents in the Stormwater Manual.
He wanted a way to track changes for the Planning Commission by
making changes only to a master copy.
John said there some pagination changes to be made.
There was discussion about what form the master copy should take
(hard or digital) and who should prepare it (professional or in-house
staff).
Ralph Farnsworth made a motion to make one clean, complete hard
copy and one digital disk of the Manual to go to the Dunes City Planning
Commission with a “do pass” recommendation from the Stormwater
Pollution Reduction Draft Ordinance CCI Committee.
It was seconded by David Bellemore.
John Stead offered a friendly amendment to the motion that the
Stormwater Pollution Reduction Draft subcommittee will do the “final
clean up” of the Manual based on recommendations of the CCI with there
being no substantive changes. The
motion passed unanimously.
John then turned to the draft ordinance.
David Bellemore made a motion to send the draft Stormwater
Pollution Reduction Ordinance dated
07-02-2007
to the Planning Commission with a “do pass as written” recommendation.
It was seconded by Dave Dumas.
There was a discussion started by Richard Koehler about surety
bonds to protect the city in case of failure of stormwater measures and
when they should be addressed (here at the CCI, at the Planning
Commission, or at City Council). Several
felt that it would be best to get advice from City Council before
proceeding with surety bonds. The
motion was passed unanimously.
Ralph Farnsworth suggested the subcommittee do a cover letter to
the Planning Commission as a matter of correct business form.
There was group consensus indicated.
A motion for adjournment was made by Ralph Farnsworth, seconded by
David Bellemore. Passed
unanimously at
7:58pm
