David Bellemore opened the meeting at 7:12 with a power point program for the MSC  and the contractors/builders. 

Present were Les Buss, Dave Davis, Rand Dawson, Terry Duman, Greg Hicks, Gordon Robertson, Gary Rose, Ron from Portland, and committee members Darlene and Marv Beckman, Dave Bellemore, Mark Chandler, Audrey and Ralph Farnsworth, Eric Hauptman, Peter Howison, Richard Koehler, Susie Navetta, and John Stead.

The power point program was presented as a starting point to start a dialog between the committee and the contractors/builders.

·        Monthly testing since 1989 with secchi disc for clarity

An increase of development on slopes and other questionable land uses has caused community concerns. 

1.      Large scale land clearing (sediment is carried to the lake)

2.      Poor road building (erosion and siltation into the lake)

3.      Run off from impervious surfaces (roof, driveways, etc.)

4.      Septic Systems (old and new) (low or no phosphorus in the future)

5.      Direct threat to drinking water (spills)

In order to prevent erosion and sedimentation form getting to the lake contractors must keep their water from leaving the property.  It is important to leave the trees and natural vegetation when possible.  We will continue to get more algal blooms as more property is developed so it is important to monitor the erosion and siltation to protect the drinking water by keeping the natural vegetation in the riparian zone.

·        Best Management Practices (BMP’s)

·        Evaluation and Maintenance for existing septic systems

·        Add Higher Standards for new and replacement septic systems

·        Educating the residents and the contractors

·        Continue the Lake Shore Surveys of the riparian zone

·        Erosion Control Ordinance to minimize disturbance of the soil.

Suggested solutions agreed on by the group at the meeting:

  • Get rid of the phosphates in fertilizer.

  • Disturb as little surface as possible.

  • Consider “dye tests” for septic systems.

  • Evaluate all drain fields (health issue).

  • Respond quickly to failed systems.

  • Give developers fines for siltation

  • Developers should have a “water plan”.

  • Raise the permit fees to get an enforcement officer.

  • Require siltation fencing, swales, catch basins, etc.

  •  Limit impervious surfaces.

  • Be proactive instead of reactive

The group decided that the meeting was productive and the MSC and the Contractors would meet on Wednesday, August, 30th to discuss the Erosion Control Ordinance.

 

The meeting was adjourned at 9:20 p.m.
