Chair Johan Hogervorst opened the meeting at 7:10 in the Dunes City Council Chambers.

 Those in attendance were Darlene and Marv Beckman, Dave Bellemore, Mark Chandler, Johan Hogervorst, Richard Koehler, Susie Navetta, and John Stead.

  1. A motion was made by Dave Bellmore and a second came from Johan Hogervorst to accept the minutes of the last meeting (7/19/06).  Darlene Beckman asked for clarification on item #6 concerning the site review and/or the permit required for any development.  The minutes were approved except for item #6 that will have to have tape review.

  2. On 7/24/06 Johan had a meeting with Denise about Ordinance 181 on Erosion Control. On page 2, “to minimize disturbance and protect the surroundings” would strengthen the ordinance.  A good example of this need would have been the installation of Little Woahink Drive last winter.   A long discussion ensued regarding the “Road, Driveways and Foundations” exposure during the five months of winter. It was decided to remove the “Foundation” from the sentence.  Mark said we should send off the EPA based Stormwater Ordinance to LCOG.  Dave Bellemore, Mark Chandler, and John Stead used the Stormwater manual from Maryland 2001 to build the ordinance.  The committee decided that it is important to build enforcement into all of the new ordinances and fees should be within the specific manual so they can be updated.   Johan will contact Gary Darnielle for:

    1. Fee structure

    2. Recovery of costs.

    3. Contractors License.

    4. Stormwater Treatment Design fees.

Good stormwater management could come from maintenance agreements, with the property owners or developer, by using dry wells and swales.  Land needs to be site reviewed before projects start.  STD’s disturb the land as little as possible and don’t make it any worse.   We decided to set up fund for maintenance, BMP’s and SWM’s:

A.      Concerning existing development.

B.       Concerning with the runoff on to the roadways and into the lakes.

C.      Fee structure – Contractors/Homeowner violations

D.      Enforcement.

Richard Koehler reported on the recent survey of Woahink Lake.  He took 750 pictures.  The committee noted several dock violations.  The Richard will give Dunes City a copy of the photos on disc and keep on the Water Quality Control Committee files. Next week the Siltcoos testers will photograph Siltcoos Lake.

  1. Johan Hogervorst will send LCOG the Master Road Plan and other land use items for their next project.

  2. Mark Chernaik is finished with his part on the Septic Ordinance and is starting to work on the “P”ordinance (garden products).  State law controls pesticides, but fertilizers are regulated by cities (except for products like “Weed ‘n Feed”.  A sub-committee meeting concerning “P’s” will be set up soon.  Mark is truly a bargain at $50 per hour compared to LCOG at $ 90 per hour.

  1. Richard Koehler estimated the cost of jump starting the septic ordinance.  He started by photographing the map on Teri Tinker’s wall to get the location of the tax lots.  Richard has already identified the pre 1975 properties (368 lots) and the 1975 to 1986 properties (109 lots).  He made a short list of 15 tax lots to start the evaluations.  It was suggested that he also add the nine commercial properties to that list.  Richard plans to go to Eugene and either photograph or photocopy all of the Dunes City files from the Sanitarian’s Office and transpose them into PDF files with the Tax Map number as the file name.  There are 1266 tax lots in Dunes City.  Not all of them have septic tanks and not all of them will have hard copies of the map or permit.  He estimates his costs at $6200 and will be able to provide the information before October 1, 2006.   Johan asked that he present the committee with a cost breakdown.

Johan Hogervorst has been talking with Amanda Punton at LCDC.  He will need to revise his proposal to fit with the task list from Denise Walters at LCOG.  This time the proposal will be for $16,000 instead of the original amount of $8,500.

Johan will remind Gary Darnielle to re-define “Partitions and Minor Partitions” and to rewrite the entire section of the “Procedural Code Elements”.

Darlene and Marv Beckman are still working on the Septic Standards with George Ehlers.  Darlene requested Susie Navetta to send her the “Notice to Residents” letter for her to share with Ehlers.

  1. The committee feels that the septic evaluations should begin.  Johan will ask the Council to begin the process immediately.

  1. A CCI meeting will be set up for August 16th for the contractors/builders/City Council /Planning Commission.  Johan will check with Gary on what kind of notice will need to be sent out and who can attend.  The Erosion Control, Higher Septic Standards, and Stormwater Management will be the topics of discussion.

 

 Tasks:

*Everyone read and study Erosion Control Ord.181 for discussion next week.

 *Everyone to fill out Mark Chernaik’s “P” questioner.

 *Johan will contact Gary Darnielle for the fee structure, recovery of costs, contractors licensing fees, and STD fees.

*Johan will send LCOG the Master Road Plan and other land use items.

 *Johan to remind Gary to redefine “Partitions and Minor Partitions” and to rewrite the entire section of “Procedural Code Elements”.

 *Johan to check with Gary on the CCI meeting on August 16th   Erosion Control, Higher Septic Standards, and Stormwater Management for public notice.

 *Johan to ask the Council to require the Septic evaluations begin immediately.

 *Richard to prepare a cost breakdown for data work

.*Susie will send Darlene Beckman the “Notice to Residents”.

*Susie will check the tape on the review/fee process.
