Moratorium Support Committee Minutes 6.14.06
Johan Hogervorst opened the
meeting at 7:10 P.M. with Dave Bellmore, Audrey Farnsworth, Ralph
Farnsworth, Peter Howison, Liz Purtell, Susie Navetta, John Stead, and
Jerry Wasserburg in attendance. The minutes of the last
meeting were approved. Johan turned to Attachment
A of Ordinance 181 Comp. Plan and the Policies to form a list for Denise
Walters of LCOG to fulfill Our Priorities: #1. BMP – usable and
understandable #2. Ordinance 173
implemented #3. Subsurface/ Mark
Chernaik #4. Education #5. Lake Survey #6. Documentation Johan reminded us that a
Committee for Citizen Involvement (CCI) had been formed and we needed to
post all of our meetings and sub-committee meetings at Dunes City and the
Westlake Post Office. Working together we formed
a short list of the most important items to be addressed.
* John Stead will continue working on the list with Jerry
Wasserburg and Johan Hogervorst and have it ready to send to Denise
Walters next Wednesday, June 21st. The committee discussed the
following:

See the Model Code Development After the list is presented
to LCOG they will make an estimate of the cost to Dunes City. Then it will
go to the Planning Commission and on to the City Council. Johan thinks we would get
the DLCD grant for the full amount of $12,500. At the last Council meeting
he told the Council we would be using the existing code and the Model
Cities Code. The CCI along with LCOG
would be plugging in new language to strengthen the City Ordinances. Peter Howison talked with
Joanne Hickey about the City’s website and how they could proceed to get
more information to the site. *Johan Hogervorst will
contact Mike Casinksi Kucinski for the Inspectors status of Wally’s
Septic. Susie Navetta gave a report
on Priority #4 – Education. The committee is working towards an
educational flier for June, a newsletter for July, and “Festival of the
Lakes” for August. David
Bellemore, Ralph
Farnsworth, Peter Howison, Bob Mohler, and John Stead attended a meeting
in Eugene with Mark Chernaik, Gary Darnielle and Denise Kalakay of LCOG,
the engineer from EGR, and Lombardo Associates of Boston. Pio Lombardo says he has
the only system on the market that will actually reduce the phosphorus to
a minimum by use of a conventional system and some additional alterations
added on. Mark Chernaik agreed this could be done. It’s all about
performance standards and zero phosphates. Pio will be meeting with DEQ to
get approval of his product. A discussion of phosphates followed. *Jerry Wasserburg and Mark
Chernaik will continue their discussion on Performance Based Systems. Pio
said, “We have passed the point…” on Woahink Lake. Oregon Shores Coalition
would like to know what they could do for Dunes City. After discussion we
came to the conclusion they should review the BMP’s put into the
ordinances by LCOG. *Johan will make that
request. *Richard Koehler will be
hoofing it to Eugene to get the data from the Lane County Sanitarian. *Everyone should send an
Email of list to John Stead for improved BMP’s by Tuesday. No meeting next week. *John Stead will be sending
these on to LCOG on Wednesday, June 28th. *Next meeting –
Wednesday, June 28th at 7:00 P.M. at Dunes City. The meeting was adjourned
