July 23, 2017 WLA Annual Meeting Minutes  

 Del Riesenhuber called the meeting to order, welcoming members and guests, and had attendees introduce themselves around the room.

 Jerry Curran presented a water quality report that indicated a very moderate spring bloom; Chlorophyll-a levels have remained low; temperatures indicate normal stratification, and on the whole, Woahink is continuing in a healthy state; and encouraged members to keep up the good work of protecting our lake.

 Paul Reilly, Interpretive Ranger for Honeyman State Park gave an enthusiastic and informative slide presentation on foraging in this habitat, fielding questions from the audience who were able to handle and examine actual plant specimens. His talk included much information on the medicinal qualities of the species found right here in our own backyards. 

 Jamie Mills, Dunes City Recorder, presented information from the City; where she is working with Richard Palmer to address encroaching weeds and potholes affecting our roads; touring the City once a week herself to keep abreast of problems. The City is having more success with enforcement and oversight of building permits and contractors. She also informed members that the "Little Woahink" development is possibly being revived, but perhaps not, time will tell.

 Christopher John, welcomed and thanked the audience for the great attendance, and gave the Treasurer's Report, stating that we have $2936. in the bank, roughly the same as last year.

 Kath Cook was nominated by Del Riesenhuber to serve as the newest Board Member at Large filling the vacancy left by Mark Chandler, and unanimously approved by the membership. Additional Members-at-Large, also unanimously approved by the membership for new two-year terms were: John Stead, David Dumas and Chris John.

 Elections were unanimous in the slate presented, Del Riesenhuber, President; Mary Jo Leach, Secretary; and Linda Yoder as Treasurer to replace the outgoing Christopher John.

 Member Karen Peck complimented the "decorating team" for their beautiful presentation in the room.

 Member Mary Jo Leach voiced concern about an extremely noisy, un-registered craft and  asked anyone to contact her if they know where it is located on the lake.

Board Meeting - Minutes 
November 25, 2013, 2:00 P.M.

Present: (in alphabetical order) Bonnie Allen. Dave Bellemore, Mark Chandler, Dave Dumas, Ralph Farnsworth, Dave Gosselin, Keith Hull, Richard Koehler, Susie Navetta, John Stead.

Agenda Items

1.   Dave Bellemore read the minutes from the July meeting. Dave Dumas made a motion to accept the minutes, seconded by Mark Chandler, and the motion passed.

2.   Richard Koehler gave out the bylaws of the Association and board members reviewed the information.  Keith Hull will send an electronic version to Bonnie Allen and she will email that information to the board members.  Note: Bonnie has these documents in paper format but no electronic versions.

3.   Dave Dumas made a motion to include members of the Association in board meetings: email everyone and “snail mail” anyone without an email address. In a letter to members we could ask them their mailing preference (email or US Post Office).  Motion seconded by Keith Hull and passed unanimously.

4.   John Stead made a motion to have a winter social on January 19 or a Saturday or Sunday in February at 2 o'clock (date to be determined based on the availability of the Woahink Yurt). Dave Gosselin seconded the motion and it passed unanimously.   Keith Hull will call to reserve the Woahink yurt (costs about $80.).  Bev Williams will coordinate items including decorations and Dave Bellemore will call her with the date. Agenda would be an update on water quality in the lake: Dave Dumas will deliver water testing report for Mark Chandler.  Susie Navetta is in charge of phone committee to call for appetizers and desserts, the Association will provide coffee and tea. 

5.   Bonnie Allen said that she had received conflicting information about removing vegetation for the lake and volunteered to research the issue and assemble a “Care of the Lake” document.  John Stead make motion that she do that and Dave Gosselin seconded the motion and the motion passed unanimously. John Stead made a further motion the Association publish the document when it is completed and distribute to realtors and Dune City Hall and others to be determined. The motion was seconded by Keith Hull and passed unanimously.  

6.   Board members asked if provisions of the Dunes City septic ordinance are being enforced.  It was reported that the Dunes City council had voted not to enforce the septic ordinance.  Mark Chandler mad a motion that the Association send a letter to each Dunes City council member and the City administration requesting the septic records: seconded by Dave Dumas and passed unanimously. Dave Bellemore will draft the letter and have it signed off by every board member before sending.  

7.   Dave Bellemore said he is resigning as president of WLA and as a board member. He will stay on thru the winter social. The board had a discussion of the presidency and agreed that a new board will be elected at the July, 2014 meeting.  

8.    Keith Hull said he thought that all  Woahink Lake Watershed residents need to be included in the Association and made a motion to send a holiday post card to all addresses in the Woahink Lake watershed .  Dave Gosselin seconded the motion and it passed unanimously.  Richard Koehler will send out the postcard.

9.   A motion to adjourn was made, seconded, and passed unanimously. The meeting was adjourned.

Annual Potluck - Minutes

 Welcome – Dave Bellemore

Dave welcomed members, guests, and friends of the Woahink Lake Association and thanked everyone for their tasty contributions to the potluck and Bev Williams and Suzy Navetta for organizing the event. Approximately 50 people attended.  

1.   Citizen of the Year Award – Dave Bellemore

Steve Hagar was recognized as the Citizen of the Year for his contribution of time and scientific expertise to the water quality testing program sponsored by both WLA and Dunes City.

  2.   Election of Officers  – Dave Bellemore  

New officers for the coming year were elected. They are: Keith Hull, President; Bonnie Allen, Secretary; Del Riesenhuber, Treasurer.  

3.   Treasurer’s Report – Keith Hull   

·     Balance 7/16/2013 (2013 Summer Meeting): $2,932.60

·     Income 7/16/2013 to 7/19/2014, Dues(Includes $140 collected at 7/19 meeting) plus $.82 interest: $860.82

·     Disbursements 7/16/2013 to 7/19/2014: $ $695.61

·     Balance 7/19/2014: $3,097.81  

4.   Report on Dunes City Septic Ordinance 203 Results – Fred Hilden, Dunes City Administrator

      Fred Hilden, Dunes City Administrator, gave an excellent informative presentation – his Status report is attached - on the history of Septic Ordinance 203, and the implementation and compliance status of that ordinance.  The bottom line: 645 owners out of 739 have complied with the ordinance which requires an initial inspection and pumping of septic systems.  Hilden stated that his priority is to individually contact the 36 of 94 non-compliant owners who have lake front property with septic tanks. Thank you, Fred, for a fine presentation and your continuing effort to obtain compliance!  

5.   State of the Lake Report – Mark Chandler, Dunes City Head Water Tester and WLA Board Member  

Mark Chandler gave a presentation on Woahink Lake water quality.  Chandler, a WLA board member, leads the testing program which regularly measures water clarity and nutrient levels in the lake water.  Low nutrient levels, particularly phosphorus, are important to minimize potentially harmful algae blooms in the lake water.  Also, water with algae present has bad taste and smell.  Data showed that phosphorus levels have dropped to one-quarter of the value of 2005.  It was noted that successive drops in phosphorus levels seem well correlated in time with the prior Dunes City septic ordinance passed in 2006 and then to the Dunes City restriction (and the state-wide restriction of 2010) on phosphorus in dish washer detergents.
